The Commissioning ceremony marks the initiation of Service of a ship of the Operating Forces of the United States Navy. At the moment of breaking her commission pennant U. S. S. PROTEUS (AS-19) becomes the responsibility of her Commanding Officer CAPTAIN RICHARD B. LANING USN, who together with the ship's company, then has the duty of making and keeping her constantly ready for any service demanded by our country in war or peace.

THE
FLEET BALLISTIC MISSILE
WEAPON PROGRAM
Before the end of this year two nuclear powered POLARIS missile submarines will be on station deep below the oceans of the world each armed with more destructive power than all the bombs dropped by both sides during World War II.
The combination of the nuclear powered submarine with the solid propellant POLARIS missile will give the United States what has been called "the closest approach now foreseeable to an ultimate deterrent". The submarine is a true undersea vessel, needing no contact with the earth's atmosphere and with endurance limited only by the endurance of the men who man her. The missile, powered by instantly ready solid propellant, is carried ready for launch in vertical launching tubes in the submarine. Virtually no countdown is required. Together these form a global fleet ballistic missile system.
The POLARIS submarine, cruising the free international oceans deep below the surface will be hidden by an oceanic curtain of secrecy. She will be overwhelmingly difficult to find and almost impossible to destroy. The problem for an aggressor has been likened to searching for a black cat on a vast empty plain on a moonless night.
Beginning with a comprehensive study of all aspects of the pro-posed program and the current state of the art in the complex fields involved in the system the POLARIS program has progressed steadily toward operational status. Advances in file state of art in. these fields as of 1963 were predicted and the weapon system designed to take advantage of the advances. The program was barely a year old when the order came to accelerate and meet an operational date of 1960, two to three years earlier than planned. The deployment of USS GEORGE WASHINGTON and USS PATRICK HENRY this year will carry out the order and mark the success of the accelerated program.
The keystone of the POLARIS program will be the capability to keep these submarines at sea and secure below the surface until needed. The mission of the PROTEUS is to provide every known type of repair and service so that this capability will be assured.
POLARIS is a weapon of deterrence. It offers no threat to anyone except an aggressor. As a sentinel for peace for the free world POLARIS firing submarines will stand a watch, silent mobile, elusive and always ready in the vast vault of the seas, give pause to any aggressor to preserve peace for all men.
HISTORY OF SHIPS NAMED PROTEUS
U.S.S. PROTEUS (AS-19) is the third ship of the Fleet named for a prophetic Sea God in the service of Neptune. When seized he would assume different shapes to escape prophesying.
The first PROTEUS was a 203 foot wooden screw steamer purchased at New York from William P. Williams on 5 October 1863. She was rigged as a schooner, had a maximum speed of 11 knots, and was armed with one l00 pound Parrott rifle two 30-pounder Parrott rifles, six 32-pounder, and two 12-pounder rifle.
PROTEUS was commissioned in the New York Navy Yard on 15 March 1864, and sailed from New York on 11 April 1864 to join Admiral Theodorus Bailey's East Coast Blockading Squadron at Key West, Florida on the 22nd. During the next year, PROTEUS operated from Key West, Florida, watching for blockade runners bound from Nassau and the Windward Islands towards the Confederate port of Wilmington, North Carolina. The blockade runners JUPITER, R. S. HOOD, ANN LOUISA, and RUBY - the first two being English owned ships - were captured by PROTEUS. On 21 March 1865, she departed Key West for New York, where she was sold on 12 July 1865.
The second PROTEUS was a 522 foot, 19,000-ton fuel ship built for the Navy Collier Service by the Newport News Shipbuilding Company of Newport News, Virginia. Her keel was laid 31 October 1911 and she was launched 14 September 1912. The ship was placed in commission in the Norfolk Navy Yard on 9 July 1913 and turned over to the Naval Auxiliary Service. From the summer of 1913 to December I914, PROTEUS was used as a fleet auxiliary to deliver coal, oil, and cargo to fleet battle units in the Caribbean area. After an overhaul in the Norfolk Navy Yard, similar supply runs were made for the next three years to the Asiatic Fleet and to fleet units in the southern Atlantic Ocean. During World War 1, PROTEUS made two round trip North Atlantic passages and saw convoy duty between Scotland and Ireland and the French port of Brest. The end of the war found PROTEUS in Norfolk, and there, after, for about three years, she carried fleet supplies between the east coast and Caribbean ports. She was decommissioned in the Norfolk Navy Yard on 25 March 1924 and remained inactive until her name was stricken from the Navy List on 5 December 1940.
The third and present PROTEUS was designed and built as a tender for conventionally powered World War II fleet submarines by the Moore Drydock Company of Oakland, California. Her keel was laid on 15 September 1941 and she was launched on 12 November 1942 under the sponsorship of Mrs. Charles Maynard Cooke, jr., wife of Captain Cooke, who was in command of the battleship PENNSYLVANIA.
The ship was placed in commission at the Hunter's Point Naval Drydock (now San Francisco Naval Shrpyard) on 1 January 1944
PROTEUS had an overall length of 529 feet; extreme beam 73 feet; standard displacement 9,250 tons; mean draft 24 feet; trial speed, 15.4 knots, and accommodations for 84 officers and 1,555 men. She was armed with four inch caliber guns and four twin 44 mm anti-aircraft mounts.
After commissioning, PROTEUS underwent trials and completed her loading out for active service in the Pacific Feet. She became flagship of the newly formed Submarine Squadron TWENTY on 2 March l944, and departed for duty in the Pacific theater on 19 March. Her service to our Fleet took PROTEUS to Pearl Harbor, T. H., Mid-way and Guam Islands, and, at the end of the war, Tokyo Japan. From commissioning until the end of the war, PROTEUS gave complete refits to 48 submarines and 4 surface ships, and less extensive repairs to 81 submarines and 60 surface ships. A total of 1,296 exercise and war shot for torpedoes were overhauled and serviced by PROTEUS of these, 350 were fired by our submarines, resulting in the sinking of 56 enemy ships and the. damaging of 9 others. At the end of the war, prize crews from PROTEUS directed our demilitarization of Japanese submarines, human torpedoes, and. small surface torpedo boats. Vice Admiral Charles A. Lockwood Jr., USN, Commander Submarine Force, U.S. Pacific Fleet, took quarters aboard PROTEUS on 30 August 1945 and represented our submarine forces at the formal signing of the Japanese surrender documents on 2 September on board the U.S.S. MISSOURI (BB-63).
For her services during World War II, PROTEUS earned the Navy Occupation Service Medal (Asia) for the period 2 September to 31 October 1945. She is also authorized to display painted upon an appropriate location, replicas of the American Campaign Ribbon, Asiatic Pacific Campaign Ribbon, and World War II Victory Ribbon.
Upon her return from the Pacific, PROTEUS served in New London, Connecticut as the tender for Submarine Squadron EIGHT for about a year and a half. On 26 September 1947, PROTEUS was decommissioned at New London and remained there, as an inactive unit of the Reserve Fleet, until January 1959. PROTEUS was then towed to Charleston Naval Shipyard, Charleston, SC, to commence an extensive conversion and modernization. When completed, PROTEUS will have complete missile support and nuclear repair facilities for our new nuclear attack and POLARIS submarines. The conversion has entailed lengthening PROTEUS 44 feet to her present length of 573 feet. When fully loaded, she displaces 19,700 tons. She completed her builder's trials on 19 April 1960, and on 8 July 1960, a mighty, new PROTEUS joins her sisters of the Fleet. As the Commissioning Pennant rises, she stands ready to live up to a proud tradition of service to our nation.

Captain Richard B. LANING was born January 1, 1918 in Washington, D.C., and is the son of RADM Richard H. LANING, MC, USN (Ret.). He was graduated from Vallejo High School in VaIlejo, California and attended the University of California and Swavely Preparatory School before entering the U. S. Naval Academy.
He was graduated from the Academy and was commissioned Ensign, U. S. Navy on 6 June 1940.
During his early career Captain LANING served on the carriers YORKTOWN and HORNET before entering the submarine service in August of 1942. During World War II he served on the submarines SALMON and STICKLEBACK and was awarded a Letter of Commendation, a Bronze Star with combat “V”, Silver Star and was authorized to wear the Presidential Unit Citation awarded to the SALMON for her eleventh war patrol.
Since World War II Captain LANING has commanded the submarines PILOTFISH, TRUTTA, and HARDER. He was the first commanding officer of the SEAWOLF, the second nuclear powered submarine. For exceptionally meritorious conduct as commanding officer of the SEAWOLF, he was awarded the Legion of Merit.
Ashore, Captain LANING has served as Staff Officer Submarines Naval Reserve, FIRST Naval District and in the Office of the Chief of Naval Operations. He has received post-graduate training at the Naval Post-Graduate School and the University of California, where he was awarded a Master of Science degree in biophysics. He and has also received special training in submarine nuclear reactors. Captain LANING recently was graduated from the National War College at Fort McNair, Washington, D.C.
He maintains his residence in the Washington area where his wife, the former Ruth Richmond and his two daughters, Christine and Lucille, reside.
